AGOA Utilization Strategy

The African Growth and Opportunity Act (AGOA) provides preferential treatment for an extensive list of imports from African nations to the United States, with the aim of supporting export led growth and attracting investment to improve competitiveness and thus phase out the need for the preferential agreement.  Mozambique, which exports over 20 eligible product lines, is participating in the AGOA agreement through 2025. To maximize the benefits to Mozambican producers and exporters, SPEED+ has assisted the Ministry of Industry and Trade, the Export Promotion Institute, the Confederation of Business Associations and AGOA beneficiary companies to develop an AGOA Utilization Strategy.  The Strategy includes 21 recommendations for improving awareness of AGOA, increasing the competitiveness of specific sectors, and exploiting the benefits granted to goods made in Mozambique for the U.S. market.  It also conforms to the existing Trade and Investment Framework Agreement (TIFA) and Trade Africa Memorandum of Understanding.  

The Ministry of Industry of Commerce (MIC) formally adopted the AGOA Strategy in March 2018.
