Introduction

The Supporting the Policy Environment for Economic Development (SPEED+) activity is a fouryear (August 26, 2016 to August 25, 2020), $37.2 million project funded by United States Agency for International Development’s Mission in Mozambique (USAID/Mozambique). SPEED+ is designed to create a business enabling environment to attract investment, expand markets, and reduce costs, thus contributing to broad-based and inclusive economic growth and conservation of natural resources in Mozambique. SPEED+ will provide technical assistance and capacity-building to improve public-private policy dialogue, improve the policy environment for agriculture, trade, power, water, and biodiversity governance, and strengthen implementation of government policies and regulations. SPEED+ will support economic and structural policy reforms across 4 components: (1) agriculture, (2) trade, business enabling environment, (3) power, water, and (4) biodiversity conservation. It will also promote the areas of improved fiscal transparency, tax policy and economic and environmental governance. It will support multiple global initiatives including the Feed the Future Presidential Initiative, the Trade Africa Presidential Initiative, the USAID Biodiversity Policy, the President’s Strategy to Combat Wildlife Trafficking, and Power Africa.

Why does Mozambique need a National Quality Infrastructure?

Quality is a pre-requisite for Mozambique’s economic success; it is well-recognized that standards, technical regulations and over burdening testing and certification requirements (Technical Barriers to Trade) can be major impediments to domestic production, international trade, foreign investment, consumer protection and economic growth. Mozambique’s domestic industry needs to demonstrate that they are capable of producing high quality, safe goods and services for domestic and foreign markets. This demonstration is carried out by implementing a National Quality Infrastructure (NQI) which is guided by the country’s National Quality Policy.

Executive summary

Mozambique has been a member of the World Trade Organization (WTO) since 26 August 1995 and a member of the General Agreement on Tariffs and Trade since 27 July 1992. In general, Mozambique is not meeting, or is insufficiently meeting, its WTO and/or Southern Africa Development Community (SADC) sanitary and phytosanitary (SPS) commitments. This is particularly true of transparency provisions, but that issue is only the tip of the iceberg. Problems range from technical capacity to institutional capacity—two very different but interdependent and similarly important aspects of SPS capacity.

Executive summary

The Mozambique Stock Exchange (BVM) is very small with only five listed companies and very little trading. Market capitalization/GDP and turnover/GDP ratios are among the lowest in the world, and little capital has been raised through new issues in the past few years. The newly installed management team at BVM is determined to make the market larger and more active in order to make it an effective source of finance in the next phase of the country’s development.

Introduction

The purpose of this Memorandum is to request written approval for SPEED+ to undertake a series of activities aimed at legal, regulatory and institutional reform in Mozambique’s land administration sector. Following a period of analysis beginning with USAID’s own assessment mission, conducted in November 2016, and continuing through May 2017 with an in-depth scoping mission undertaken by SPEED+ consultants, we recommend support for legal framework reform beginning in 2017, coupled with small-scale local level implementation to validate the reform approach.

Introduction

The Electricity Component of the SPEED+ Project funded by USAID includes the following subcomponents:

1. Legislation, regulations and negotiation support for on-grid Independent Power Producers (IPPs),;
2. Legislation and regulatory environment for off-grid IPPs;
3. Support to the independent regulator;
4. Strengthening EDM.
