Trade and Investment

This study was conducted in the context of Mozambique’s acceptance of the World Trade Organization (WTO) Trade Facilitation Agreement (TFA), especially in the light of the articles 6.1 and 6.2 on fees and charges imposed or relating to importation, exportation and penalties. The study was financed by USAID’s Supporting the Policy Environment for Economic Development (SPEED+) project,  and co-planned with the Mozambique National Trade Facilitation Committee (NTFC). The Mozambique Confederation of Business Associations (CTA), the Mozambique Revenue Authority (AT) and the Ministry of Industry and Trade (MIC), who are equally members of the NTFC, played a pivotal role in providing inputs and facilitating stakeholder meetings.

This is a USAID funded project in Mozambique that provides expertise to the Government of Mozambique (GoM) to support economic and structural reform in the areas of agriculture, trade, business enabling environment, energy, water and biodiversity conservation. Equally, the project support areas of improved fiscal transparency, tax policy and economic and environmental governance.

No mês de Novembro de 2017, a Lei nº 23/2007, de 01 de Agosto (Lei do Trabalho ou Lei) completou 10 anos de vigência, período durante o qual este instrumento foi posto em rigorosos testes, derivados das notáveis transformações ocorridas a nível social, económico, político e de desenvolvimento humano em Moçambique.

 Volvido este período, o Ministério do Trabalho, Emprego e Segurança Social (MITESS) tomou a iniciativa de impulsionar discussões em torno da necessidade de revisão da mesma, com destaque aos aspectos que possam requerer um aprimoramento para responder às exigências do desenvolvimento económico e anseios dos trabalhadores, empregadores e sindicatos, na busca do contributo para o aumento da produtividade, crescimento económico, estabilidade no emprego e melhoria das condições de trabalho.

The intention of this handbook is to provide the reader with a basic overview of the importance of a national quality infrastructure that includes metrology, accreditation, standardization and conformity assessment procedures as tools to enhancing trade facilitation, market access and export competitiveness. The handbook includes a basic introduction to trade facilitation and the NQI concept, the WTO TBT and SPS Agreements, metrology,standards, and conformity assessment.
