Within the context of component (1) agriculture, SPEED+ developed this economic study to provide the economic arguments for a fundamental shift in cashew policy to benefit small holder farmers, increase cashew production, improve cashew quality and ultimately benefit cashew processors. With an overarching focus on building competitiveness, the recommendations offered in this study are based on a detailed analysis of the global cashew industry, the continental cashew industry in Africa, and the value chain in Mozambique as it has evolved over the last two decades, the period in which the domestic Cashew Law 13/99 has been in force.

The Mozambique Institute of Cereals (ICM) is an independent public entity tasked with achieving two overarching objectives for the Government of Mozambique (GRM): i) promote efficient trade in agricultural produce to stimulate production and ensure broad-based economic growth in rural areas, and ii) ensure domestic food security in times of crisis.
Introdução
Nos últimos anos, a cadeia de valor moçambicana da soja testemunhou um considerável aumento da produção, impactando positivamente milhares de pequenos agricultores rurais que produziram a cultura. Este crescimento deverá continuar, tornando a soja uma cultura cada vez mais importante para a economia moçambicana. Sendo um bom rendimento por hectare a chave para garantir que os produtores se mantêm na cultura, o aumento da disponibilidade de sementes melhoradas, a adopção de melhores práticas agrícolas, além do acesso à mecanização, foram factores decisivos para esse crescimento.
