The Confederation of Mozambican Business Associations (CTA) has requested a consultancy to help produce a study assessing both the cost and quality of electricity supply for Mozambican industry, including local distribution to end users. This assessment will also compare the cost and supply quality conditions for Mozambique with other Southern African countries especially those within SADC. CTA wishes to use the results of this study to promote government policies and investments that can result in lower electricity costs thereby improving the competitiveness of Mozambican industries.

The objective of this consultancy is to help clarify for the private sector and the government of Mozambique key issues related to the total costs and quality of electricity for industry. The priority of this consultancy is to produce a comparative assessment of key cost and supply quality factors for electricity in Mozambique and in competitor or other similar countries. The assessment shall be based on quantitative comparisons using recent data in order to support specific and concrete recommendations that might lead to reduced costs of electrical energy for industrial and agro-industrial use.

Also below is a report to the Minister of Energy in Mozambique addressing the creation of a feasible and credible action plan to make the advisory electricity regulatory body, CNELEC, operational.
