Jon-Åge Øyslebø welcomed everyone to the PSWG meeting
The themes discussed were as follows and in the following order:
Minutes of the last meeting were approved
Ms Tsamba gave a presentation on the recently approved SME decree
Jon-Åge Øyslebø thanked Ms. Tsamba’s presence in the group and for her presentation.
Monetization of Policy reform
Scott from SPEED explained that the monetization of reforms is a methodological approach to valuate (in USD for example) the reform effort, meaning how much has been saved or wasted, or generated by undertaking of delaying a required reform process
PAF Matrix – Objective 2, employment promotion
The current draft of the PARP matrix approved at the Joint Steering Committee – JSC was presented. It was highlighted that this matrix contains 2 indicators proposed by the PSWG, which are not in the current PARP strategic matrix. One important product of the forthcoming Mid-year review will be the PAF indicators for 2012.
Revision of the PSWG ToR - status and the way forward
Jon-Åge Øyslebø informed that the discussion on ToR which, would move on to the next meeting, due the unavailability of Dario to present.
Any other Business
- Sonia Cumbe from the Danish Embassy announced that the Danish Cooperation is preparing a new PSD support instrument, and indicated willingness to brief/present the instrument in the next PSWg meeting
- Michela Souto from the IFC indicted that IFC has been supporting the MIC-DASP in the realization of a comprehensive inventory of all the business licenses required to carry out economic activities in Mozambique. From April until now, information about 160 licenses has been collected pertaining 16 Ministries. However, it is important to include licenses issued by other governamental agencies such as the Municipal Council, Central Bank , CPI. The DASP is now completing a referenced inventory that will facilitate the analysis required to identify specific legal reforms that will result in a simplification of licensing procedures. The DASP is also preparing a report to share the results of the work conducted so far with the other Ministries and the Prime Minister. The second phase, business licensing analysis, is expected to be initiated in October 2011 with support from Boris Divjak, Regulatory Simplification Specialist from the WBG. From this point the GIRBI (Grupo Interministerial para a Remoção de Barreiras ao Investimento), led by MIC, should have a prominent role so as to facilitate the ellaboration and implementation of any specific legal reforms resulting from the analytical work.
- SPEED has been commissioned to assess the impact of the metical appreciation to the competitiveness of the Mozambican economy
